Let me start by saying that getting a hotel room in Dusseldorf within budget is not easy depending on the time of the year.
I wasn't very happy at the beginning when almost no hotel in town had availability at a decent price (say arround £100 per night), and I had to end up booking a room at Hotel Petersburg.
If you are on business and don't plan to say for too long, the hotel is not that bad but definitely could do better.
Room, clean but small and bed is not a decent size. It still is comfortable though. It comes with a minibar which is a plus but you will have to fill in yourself. Bathroom is also small and not outstanding and the rooms could do with a bit of extra cleaning, but it's still bearable.
The staff though is very friendly and helpful. Also, with your stay you get a free public transport pass and that is a bonus.
Breakfast is also not outstanding and I missed a bit more variety.
The best bit is that city centre is not too far and still very close to the Hotel there are a god amount of food choices.

A last minute booking, got a single room and I was honestly expecting some run down hotel but to my surprise I had a great experience. Very friendly staff starting from the front desk that spoke great English and I could tell he spoke at least 2 more languages. I waited at the lobby while they checked my reservation. Called me to sign my check-in papers, gave me the key card and got my room. The room was very cozy and clean, single bed with a desk, closet, mini fridge, water kettle and condiments to make hot tea, flat screen TV with cable channels of many languages including CNN and BBC and strong wifi internet.
I loved the small details such as safe box, a small sewing kit with shirt buttons for emergencies, shoehorn and radio-alarm clock and they even gave me a free ticket for public transportation within the city (I loved that simple gesture). I only paid €36 (through a third party website).
I also paid an extra €7 for an open-buffet breakfast that was delicious.

I highly recommend this hotel.

Kids size bedding. Very bad sound proofing could hear what people in room next door were saying. Got woken off twice in the middle of the night by an alarm going off and once by the kettle which decide to start boiling water at 3am. Basically did not really get any sleep for 6 nights. Old stained carpet on the floor. Staff lost stuff I left with them at reception. outrageously expensive during Tradeshow.

On positive side: staff trying to be helpful, clean.

I stayed in many three stars hotels in Dusseldorf, but the Petersburg exceeded my expectation. The room was clean and has everything you need for your stay, small TV, fridge, kettle, assorted tea selections..etc. The staff were awesome and gave me a hand when needed. Will recommended to friends and family.

When I arrived in February, the heat was turned off, the air conditioner switched on, thats why in the room was very cold about 0 degree. In the bathroom the towels were very dirty. At evenings the air contitioner always switched on automatically. In additional at midnight the alarm clock rang. I was very angry, because I couldn't switch off it, than I went to the reception and one of the porters helped me. The alarm clock was embeded, so I couldn't unplug it from the wall. That's was very annoying. I couldn't recommend this hotel to anyone.

Nice place, right in the middle of the city. No air conditioner, and was very hot inside the room. Good breakfast. Friendly people.
