It is a lock (Ship elevator) here. The ships are brought down to a lower level to sail downstream in the direction of the Bremen, Nordsee, and Bremerhaven.

I am visiting from the United States and stumbled across this beautiful walking path that led me to this really cool place. Highly recommended on a nice day.
