Not sure what this monument is supposed to be, but it's an equestrian statue of a horse guard. The soldier is wearing a Prussian Pickelhaube helmet and carrying a standard. The sitting position of the soldier indicates at attention.

The statue can be found on the promenade, one the grassy area just in front of Deutz Abbey.
